Help! Music Syncing Issues with iPhone and iPad...

For the last several months, I have been having various bizarre issues with syncing of music to my iPhone 7 Plus and my iPad Pro 12.9" (2016 edition).

I note that over the years, other users have had somewhat similar problems, but my search of the forums has yet to yield a solution that works for me. Also, my problem might be different in nature.

Here are the various problems I have observed, after syncing with the desktop and making sure that the option to sync music and playlists are checked:

1) After syncing with desktop, the iOS device will have certain songs in each playlist "grayed out," and thus unable to play them

2) After syncing with desktop, the iOS device will have absolutely no music at all.

3) After syncing with desktop, the iOS device music app will crash when opened. Subsequent attempts to close it and reopen usually, but not always fail. Of the times when it reopens, most of the time the music is gone, though sometimes it is still present.

4) Device gets stuck during sync on the "waiting for files to copy" step. In such situations, when I remove the device after ejecting it, it still thinks it is syncing.

5) Sometimes completely unsyncing the music does not even work - a few hundred songs are still left on the device... possibly this is related to #4. This occurs even when I give the device all night to complete the sync.

Solutions tried:

1) Unsyncing the music and resyncing the music occasionally works, but only temporarily.
2) Rebooting/hard-resetting the device occasionally works, but not consistently. Even when it works, the fix is temporary.
3) Signing in to Apple Music (which I never used) and then selecting the option not to download the music and then disabling it does not work. I didn't think it would, since I never used it.

4) Looking for corrupted voice memos did not work. The voice memos were not included in any sync.
5) Upgrading to latest iTunes version, latest MacOs, and latest iOS versions did not help at all.
6) Buying a new desktop and migrating my settings and iTunes library from the old desktop to the new did not help.

I would be grateful if any other members could indicate that they are also having these problems, and more so if anyone can suggest other potential fixes. The problem is irritating and going on for months. I have a busy lifestyle and often can't be bogged down with these frequent Apple glitches, so when I'm finally taking the time to complain about it you know I've had enough. :-(

I don't think it's a device issue since both of my devices are affected. I want to believe it's something on the desktop side - maybe a corrupted sync file somewhere? I just don't know where else to look
