Selfies album does not match between devices

I have recently moved to using iCloud photos and uploaded my entire Photos library to the cloud. I spent some amount of time dealing with really old photos on my laptop (which I have set to Download Originals), and finally, the total count of photos on my laptop and on my phone are in agreement.

However, the photo count in the "Selfies" album is different on the two devices. The album on my laptop has around 200 extra photos. All of these photos exist on my phone, but are not in the auto-generated Selfies album. I had assumed that these would be synced, rather than auto-generated independently on each device, and even so I would have thought the result would be the same even if they were generated separately.

I have already tried turning off iCloud photos on my phone, letting it delete all of my photos, and then turning it back on and getting everything fresh from the cloud. This did not change the number of photos in the Selfies album.

I am using the latest OS on both devices.

Does anyone have a fix? Thanks in advance.
