Another Siri voice issue on iOS 11

I upgraded both my iphone SE and my iPad mini 2 to iOS 11 two days ago.  I was able to download and set up the new Siri female voice on my iPhone SE and it's working as expected.  However, on the iPad mini 2, although I was able to download the voice file and select it, the Siri voice that responds to queries using the home button is still the old Siri voice, while on the phone, the new voice file is being used.  Settings are identical on both devices for selection of the Siri Female voice in Accessibility/Voices and also in Siri & Search/Siri Voice.  Anyone else having this issue or ideas on how to resolve it?  (I already tried reinstalling iOS 11 on the iPad mini 2).
