iMac 2009 fresh install. stopping just before l...

I tried the hold the power button with everything unplugged , command + option+p+r. Install to external and still same. Did an older version of OS X still same. Even went and installed to external from my Mac mini and boot iMac from that and still no go.

But I can load into OS X via safe mode on either the internal or external. I ran disk utility as soon as I was in safe mode and that came back no errors.

I do not own or have a copy of disk 2 to run hardware diagnostics on it.

Any suggestions?
