iCloud issue from logging out/logging in

I’m using an iPhone 5 and I recently experienced issues with the iOS- my phone was very slow so I updated to ios 10.3.3. I was having issues with iCloud, so I decided to log out of iCloud on my iPhone and log in again, to fix the issue, like when you plug out/plug in a machine to get it working again. Problem is, when I logged out of iCloud and logged in again, I opened Whatsapp and it said it couldn’t recover my chat history, my notes were gone, etc. I was only trying to fix the issue and now I’ve lost a lot of important files to me. Is there any way to fix it, recover the files (notes, history, etc), get it working again? I don’t know why iCloud did that. I thought logging back in would fix the problem but it only made it worse. It really ***** and I would appreciate some help. Thank you!
