Cannot load iOS 11

I have an iPad Pro (12"). Any attempt to update it's iOS fails.  Setting-General-Software Update tries to update to iOS 10.3.3, but fails.  Tells me the failure it do to no connection to the internet.  Surfing the internet with the iPad has lead me down several paths which all failed with the same error.  It should be noted that the iOS currently being used IS 10.3.3 (14G57).  I expected to upgrade to iOS 11 like I did with my iPhone, but that seems to be total out of the question.  I should add that I attempted to resolve the problem by doing a complete reset. No luck.
