app id in app store is not working

I am using Mac for the first time in my life.

I have a small problem with apple ID: I created an set the app ID, it's working fine in iCloud but in app store is not working and guiding me all the time to recreate a new apple ID.

What's wrong?

Also, there is a message:

You haven't used app store with this app Id yet. Please review you information about your  apple ID.

Then guide me to change it.

What can I do?
