sierra not available any more, is that right?

Hi,

here's a macbook running El Capitan - Sierra is not available any more, is that right? It does not show in the app store, only High Sierra.

Or are any of these Combo updates from Apple - Support - Downloads in fact a complete installation and not just an update?
