ipad 2 won't connect to internet

My ipad 2 stopped connecting to the internet about 2 weeks ago out of the blue.  When I try to go onto Safari it will spin for a while and then give me the message that Safari could not open the page because the server is not responding.  I have done everything that has been recommended-shut off wifi, restarted both the ipad and the router, forgot the wifi, reset the network settings, and even reset all settings.  Nothing.  I cannot do a factory reset because my home button doesn't work. I have a VPN program on the ipad for one of my apps that cannot connect and won't let me shut it off, but I've had that on the ipad for months and it's never affected it.  At the top next to the wifi signal it is constantly searching for the connection for the vpn but can't connect.  Any help would be greatly appreciated.  This is an old model ipad 2 running 9.3.5.
