Call fails 90% of the time on my Apple Watch 3

My calls fail 90% of the time on my Apple Watch 3 with cellular.  Most of the time I cannot make calls at all.  Is anyone else having this problem the Apple Watch 3 with cellular?  Is it a problem with my watch or is it my cellular provider (Verizon)?
