IOS11 movies sync/device storage issues

I live in an area with poor cell service with verzon, very low speed internet <1.5 mips, so when I setup my iPhone 7s and my iPad Pro, I deliberately use device storage for music and movies. I have a 128gb phones and 512gb iPad Pro.

NOTHING goes to cloud. Repeat NOTHING.

UP UNTIL IOS 10 movies played on imovie. Then some smart guy decided TV was a better idea. For people who can download and stream maybe. I can do neither. So I got tv working.

IOS11 comes along and all my movies disappear and when I attempt to sync to get them back, an error pops up that iTunes won’t put them on the device unless iVideo (the app which TV replaced)  is installed and proceeds to remove them from a device.

so in order to get back to where I was, I have to install an app that I don’t have access to because of where I am that the device doesn’t need so I play them from the device with TV.

Anyone got a fix?
