Why is there a small exclamation mark at the bo...

Some of my old photos are blurry , and have a small exclamation mark at the bottom right of my screen. And half my photos have that on them all . And it won't let me use it for anything such as wallpaper , sharing it to someone or email it , I can't do anything.

They did not upload properly to iCloud.  Make sure you device is plugged in and connected to a good wifi signal.  Try un-syncing iCloud Photo Library briefly then re-sync and see they appear once uploaded.

They definitely uploaded properly, because I can access those same photos from Photos on my Mac. Tried everything you said and it ended up deleting my entire iCloud Photo Library off my iPhone and won't redownload anything.

So I guess I don't have the exclamation mark problem anymore because now those photos are just gone.
