Is there any way to permanently block those fak...

using iPad air, iOS 11.3(?) latest version as of today; have repeatedly cleared my history and all cookies through settings and installed pop up blocking app; nonetheless, at least 2 of every 3 times I trie to read articles on yahoo or google, I get that blankety blank “congratulations” message. Anyone know how to permanently block this?

settings->safari->block pop-ups enabled ?
