win 7 itunes 12.7 very slow to open

using win 7 Dell 990

since updating to 12.7.0.166 iTunes opens but has been very slow to become live.

I unstalled all the apple progams using the control panel in a orderd manner, restarted PC and reinstalled itunes

It still takes about a minute to become live.

I can play music but can't accessing the store or update.
