Prevent items from being re

My family uses family share. Kids have to ask for my permission to download apps. I approved Snapchat but have since deleted it from my son's phone. Problem is, he can re-download it from the cloud without asking for permission again - hence, the app gets back on the phone without my knowledge. Can this be prevented?
