how to get refund from apple on app store?

I bought an app; it doesnt work; I emailed the app developer from their link and it came back not a working email. looks like they havent done anything to the app in many years. how do I get a refund?

and I think it needs to be removed from the app store so others dont buy a dead product.

You can request a refund there as well.
