How to block automatic IOS update ?

I want to know if there is a way to block the automatic IOS update and if I can delete the IOS 8 that was downloaded !

To the best of my knowledge, iOS8 does not auto install. If it downloads onto your device, go to settings, general, usage, manage, and populate the whole list. You should see the downloaded update there and should be able to delete it.

The easiest is to fill up your iPad so that it can't download again.

Or turn off your wifi on your iPad whenever you charge it.

There are some more complicated ways where you can block stuff at your router but I don't know enough to talk you through that.

It is absurd that downloads cannot be prevented.  I have all automatic downloads disabled under

iTunes & App Store >

Automatic Downloads >

Music: DISABLE

Apps: DISABLE

Books: DISABLE

Updates: DISABLE

I am on a cellphone connection with hot spotting to my iPads.  The iPads know they are not on a real Wi-Fi (they have the chain link connection as opposed to the fan Wi-Fi).

Yet the iPads downloaded iTunes & App Store and used up tons of roaming data. 

An expen$ive bug.
