icloud photos library problem

Hi. I have tried to get my approx 4000 photos from my pc onto my iPad by using iCloud Photo Library. So far the iPad is showing around 1500 photos. However they are all in one lump, all my folders constructed over the years, May 2002, June 2007 etc are gone and now its unusable for me. Does iCloud photo library never keep your folder structure from your pc? Thanks for any advice.

It would not upload to iCloud Photos with the same folder structure as far I know.
