cellular watch 3 won't connect for ATT

Old Apple watch user.  Just bought the cellular 3 version but ATT unable to establish connection to the phone, saying that the ID number is invalid.  ATT tech told me that they were "having problems" and that TMobile had the same issue.  Any thoughts or ideas other than returning the watch?
