Watch won't remember BT HRM

I have found that neither my wifes 38mm and my 42mm watch will remember a BT heart rate monitor.  I go through the pairing process and it will display that it is connected.  I go back to the main Settings screen and then go back to the Bluetooth screen and the HRM shows as not paired.  Any idea why this is occurring?  It remembers my Airpods.
