iCloud contacts on Mac OS not syncing

I noticed a recent contact I added to my iPhone did not sync to my Mac via iCloud. Both Mac and iPhone use the same iCloud email, and iCloud sync is on and working for everything else, but not Contacts.

One thing I did notice is Contacts will sync with iPhone --> iCloud.com, but iPhone --> Mac does not work.
