Actions that require a password aren't working

Ok... so I can move regular files such as documents and images to trash without any problem, but whenever I want to move an app to trash it comes up with "moving 2 items to trash" and it stays on this forever so I have to relaunch Finder to get rid of it. I also have an app called Self Control which stops me from procrastinating and it was working fine, but it has suddenly stopped working, when I click "Start," instead of asking for my laptop password it just comes up with "loading" forever and I have to force quit to get rid of it.

These things work normally when I do it in Safe Boot by restarting and holding the shift key, but when I'm not in Safe Boot anything that requires a password like deleting an app or launching Self Control won't work.

It happened when I tried to install Firefox for something, I had to go into Safe Boot in order to install it or it got stuck in the place where it is supposed to ask for my password. Any action that requires me to enter my password doesn't work. Why is this happening... is it bad??
