So I've set up Apple with two of my cards with no issue.  I'm having trouble setting up my Amex which happens to be my primary card.  The verification email is not going through for whatever reason.  What I find strange is that the verification email is not the one associated with my Apple ID, though it is one I have access to.  But I have no idea why or how apple even knows about it?

I am on a family sharing with my husband and the email is the one he uses for his Apple ID.

Not sure what is going on and if I simply received the verification email it would be easy. There are no other options to send the verification email.
