Apple keeps asking me to upgrade to iOS 11. But...

Apple keeps asking me to upgrade to iOS 11. But then will not let me do it.

In Settings there is a Red dot.  Software update has a Red dot also.

Tapping on these results in "Your software is up to date".  I have 10.3.3 on a iPad Mini 4.

Did you ever install beta versions on your iPad? If so, remove the beta profile:
