iPhone/iPad sync problems with iCloud drive

Hello,

I recently upgraded my iCloud drive account to 200gb capacity and I've moved some files to my account (using my macbook).

Every time I access "icloud.com" website I can see those files, although, I'm not able to see those same files on my iPhone or iPad devices. The only thing that happens on both devices is that the System storage keeps increasing until it reaches a point were there are no more memory available on those devices (they both have 16gb capacity).

So... my questions are:

1. Why am I not seeing the files being updated on the "Files" app with iCloud drive folders;
   1. Yes... I already activated iCloud in settings;
2. The content that I have on "iCloud drive" will need to physically be copied to my dives also? Does it kill the purpose of having a cloud based account right? Can I have something similar to "dropbox" or "google drive" where I can see all the files that I have with no need to downloading them?

The version of my iPhone 6 is 11.1.
