There is no service from Apple called iTunes Music. It's either Apple Music, or iTunes Match.

iTunes the application itself is free of charge.

Apple Music grants you access to the entirety of the Apple Music catalog for playback whether streamed or downloaded. As well as letting you sync all your music from a computer to all your devices via iCloud Music Library. 

iTunes Match will let you simply sync all your music from a computer to all your devices via iCloud Music library.
