text substitutions do not sync

I use  text substitutions on all of my devices: Mac Mini, iPhone, and iPad.  Recently, my I noticed that my substitutions do not sync between my devices. 

To troubleshoot I deleted all text substitutions/replacements on my iOS devices. Then signed out of iCloud and back in on Mac mini and iPad. (I didn't do this on iPhone because I want to see if I get different results with iPad.)

An hour has passed since all of that and the text replacements sections on the iOS devices are still empty. That seems like a reasonable amount of time for something to happen. Any ideas on what to try next?

On my mac I made a backup of my text substitutions. They are saved to a file "text substitutions.plist". Is there a way to use this file to force repopulating text substitutions on my iOS devices? (This is a long shot but I thought I'd ask anyway.)

I have the exact same problem with my iPhone 7.  Text substitution sync perfectly across my Macs and my iPad.  My iPhone is out of luck.  I signed out of iCloud and even restored it via iTunes. It does not work at all.

This problem occurred a few days ago where I had iOS 10.2 installed and is still present in iOS 10.2.1.

I don't know when it happend but at some point I noticed that my text substitutions would not sync anymore.

My text substitutions are partly working between iPad and Mac mini but not at all with iPhone.

I called AppleCare yesterday and asked the person/agent if the answer was authoritative ("Yes")

... There is no synching across multiple devices.
