"Name.dmg" is damaged and can’t be opened...

Any installer I download from the net gets this popup; (ie Acrobat DC Reader) "Name.dmg" is damaged and can’t be opened. You should move it to the trash. How do I get them to install? There used to be a button to allow all apps but now it gone in macOS High Sierra.   Control Clicking the dmg  and choosing "Open" does not work either. Any Ideas?
