iCloud stuck on thousands of files

My iCloud have been stuck for way too long. It is stuck at 38,11GB of 38,11GB. I have fast internet. I have tried enabling/disabling. I have restarted and updated my OS. Nothing works.

When I browse to see the "cloud" next to files, I see that it is very specific files that cannot be uploaded:

Many files that cannot be uploaded is some javascript libraries named "tiny_mce". I have many different folders with this library, and they all fail.

I wonder if some feature has been implemented on Apples side to ignore specific files (e.g. vira or the like)?

Also, it would be great to have some overview of all files that is being uploaded and it's progress, so that I could delete the files, that might be blocking the whole upload progress.
