I need help enabling my Apple ID as to i am not...

My Ipad wasn't able to turn on for a week, i have done what was necessary but unfortunately i lost all my data in the process. i tried to contact support but i get the 403 forbidden page, and my Ipad is linked to my previous gmail which i do not have access to anymore nor can recover it. I am currently stuck on this Activation lock and i am trying to enable my apple id but not getting anywhere i tried to reset my password but nothing's happening. could someone help with me with this situation?
