Can I delete but still access deleted photos on...

Everything I read on the apple help site says that changes I make to the photos on my phone will occur across all devices. I want to delete all of the photos off my device but in doing so it sounds like I am deleting them across all devices. Will they still be accessible on cloud? Also, what if I want to show someone standing next to me a photo? Not a photo on "photo stream" that happened in the last 30 days. A photo I took 4 months ago for example that is on the cloud. Can I bring that up on my phone? I don't want to set up "sharing" and send folders etc all of the time.

When you make edits in the Photos app on your iOS device or your Mac, the photo automatically updates across all of your devices. So when you crop or enhance a photo from your iPhone, you see the changes when you access your library from your Mac. If you change your mind and want to revert to the original view, it's no problem. The original photos and videos are stored in iCloud and you can go back to them at any time.

Even the photos and videos you delete on one device, delete everywhere that you use iCloud Photo Library. And if you want to get a photo back, you can restore it from the Recently Deleted album for 30 days.

 

So, the short answer to your first question is no, they will no longer be accessible in iCloud.  Once you delete a photo on any device (using iCloud) it will be deleted on all devices and in iCloud.

 

As to your last question, yes - you can bring a photo up on your phone (and show it to a friend) as long as you haven't deleted it from iCloud.  Note that iCloud Photo Library is different from iCloud Photo Sharing.  See the "Learn more" section in the above link.
