I have a flashing folder and I've tried everyth...

I recently bought a MacBook 13" off of a friend and they had wiped out the MacBook so it would be perfectly new at first before I replaced the hard drive the screen when it's turned on it would go white to a black screen and than to "select network..." screen than blue and over again after I replaced the hard drive the screen changed to a white locked screen with a flashing folder and I've tried power off hold command option p+r and power on and **** so on.. and I'm still having difficulties trying to fix it anyway you could help
