my PC's iTunes 12.7 is missing dll file !!!

after I installed the newest iTunes version 12.7 on my windows 7 64bit laptop, i got a message of missing a dll file and the itunes doesn't even open. I un-installed it and re-installed but same problem. un-installed it and re-installed on a different drive but same problem.. would you please help!
