ios 11 failures for disabled persons plus inabi...

I want to take my now useless iPad back to 10.3.3 because iOS 11 is garbage forced upon us. It does NOT work for the disabled or blind anymore, one of the selling points for Apple products. 

 

Apple disallows this regression. Any ideas on how to do this beyond suing Apple would be appreciated. I now have a brand new $1400 paperweight as I nor my blind daughter can use it!
