Playlist limit

I have made a playlist in Windows 10 iTunes 12 that has 1,008 songs. I try to sync it with my iPhone and iPads but can only get 990 songs to show up on them. Is there a limit to the number of songs in a playlist?? In iTunes it stays at 1,008 but drops songs over the 990 limit when synced to iPhone/iPads.  Any help would be appreciated.

Thanks.

There is no practical limit to the number of items in a playlist. If not all tracks transfer over to your iDevices, it’s much more likely that some of them are in a format that is not supported on these devices.

The songs were all downloaded from or rather bought on iTunes so I would assume they are in the right format.  I'm stuck at 991. I add songs to the playlist on iTunes bringing number to 1,000. Can't get them to stick on the iPhone or iPad. Continually drops back to 991.  Drops off the last songs I add. Would like to know if anyone has a playlist containing 1,000 or more songs. Have more then enough memory on iPhone and iPads.
