Replacing credit card & it wont let me dele...

Why cant I use my itunes card as a payment option??  It wont let me delete my expired credit card with out replacing it and I don’t want to use credit cards any longer.  Just want to be able to replace itunes card when necessary.  This is frustrating and fixable Apple!!  You know it make it easier on people.

I want to pay for an app and I have an itunes balance why cant I direct the App Store to pull it from that balance??
