The website icloud

After working on my photos (the originals) and added location on all of them I wanted to delete the complete existing library in Photos. Now I am in a never ending loop of updates and old photos without the correct location information. I delete on my MAC, they are restored from the ipad, i turn off the icloud synchronizaton and all pictures saved for 30 days on www.icloud and uploaded again when i turn the icloud synch on again. How can i erase the photo library in icloud to be able to upload the original photos again? It must be a way, even if not likely that many people will need it but I cannot be the only one who wish to re-do my photo library.

I use: iphone, ipad, mac, apple watch and apple tv.
