I can not change my billing method

I need to change my payment method to download previous itunes purchases. so I try to change it and I input my credit card info, and it always says denied and I have tried every single thing. How do I change it? Its so stupid you have to change your credit card to buy old items

change your credit card to buy old Purchased items i meant. also, I can't set the billing info to just none, which ticks me off. it isnt there

I went to update my apps, and it says change billing payment method. I need to take my credit card that's on there off, an have it under none. Can you please help me I don't understand why it has my card and billing info on there, if you could contact me I need help. Thanks Jess!
