iPhone 8 ios 11 iCloud Backup lost photos

I recently upgraded to iPhone 8 and restored my 7 from iCloud, all the photos were restored.  A week later the 8 had to be replaced and upon restoring from iCloud no photos were restored.  I changed no settings and do not use photo stream.  Apple support is looking for old photos but I suspect they are lost forever since broken phone has already been returned to Apple.  How do I make sure the backup in ios 11 includes photos going forward?  Do I have to use photo library as camera roll is no longer backed up?
