how clear photos from ipad

i need to create some space on my ipad and as my photos are automatically backed up to icloud i would like to remove them.

However if i delete them on my ipad  they are also deleted from icloud and my phone. What am i doing wrong please

This is because you enabled the iCloud Photo Library. When  this is enabled all the changes made in the cloud are applied on all the devices connected to the same iCloud account.
