Apple Pay Settings

I'm not under one of the allowed countries for using Apple Pay. However, I'm using the latest iOS version (11.1.2) and I don't see Wallet & Apple Pay when I go to Settings. If I open Wallet app I don't have the plus sign for adding credit/debit cards either.
