Mavericks is the latest OS for your model. It will not accept a higher level OS.

El Capitan is the last official OS for that model.

But if you dig a bit deeper and search the net you will discover that it is not the last OS it can run, my Mac Pro

is running Sierra and High Sierra quite nicely.

The original question is not about hand off, it is about the OS, he has El Capitan according to his profile, so lives without hand off anyway.
