block all web browsing

Hello. Sorry if this question exists already, I couldn't find it in a search.

I want to switch off access to ALL internet browsing on my iPad. I use the iPad as a sales terminal (EPOS) in my restaurant but my staff are surfing the web instead of working. All the threads I've seen talk about parental controls to block access to certain websites only.

How to I block access to ALL web browsing?

(I can't turn off internet access because I need the connection for the EPOS functionality.)
