Why did Apple move management of apps strictly ...

This is just feedback. Moving all of the management of apps off of OS and just having it on the mobil devices has created a lot of work. My work flow was to manage and move apps around via OS. Now I cannot even make a purchase of an app on OS

There is still a version of iTunes available, 12.6.3, that will let you do what you want.
