Safari iCloud tabs not working on 2009 Mini

Okay, I've got a 2009 Mini, running 10.10.5 (the most recent OS can handle), Safari 10.1.2. It's hooked up to an external drive, the sound system and the TV, and has become more or less my main computer for all things entertainment. Pretty cool setup, really.

I've also got a 2015 MacBook on 10.12.5 and an iPhone 6s on the latest 11.

I've noticed that Notes on the Mini doesn't update, and apparently neither does the iCloud Tabs, So, no new notes, and no Safari tabs from the other hardware.

I've tried switching Safari off and on in the  settings, tried wiping the Cache and chuckiing the plist, all to no avail.

So, is the age difference just too great? Is there some basic communication problem between 10.10 and more recent stuff? Or is there a way to get my iCloud sync back for Notes and Safari tabs? I've anyone knowsike to hear about it.
