I don’t see photos from icloud in all pho...

I have about more than 3,000 photos in icloud. I’ve turn on and off icloud photos at iPhone ios. 

It mentiones that some photos will be remove from camera roll but still in icloud. 

However when I turn back icloud photo in iPhone ios. I don’t see all 3000 photos in icloud are there. Only about 1800 photos in “All Photo” album. I can see all 3000 photos when I open icloud photo through my pc. 

I’m using ios 11 and connected through unlimited cellular data

It can take a substantial amount of time. See the following from iCloud Photo Library - Apple Support

When you turn on iCloud Photo Library, the time it takes for your photos and videos to upload to iCloud depends on the size of your collection and your Internet speed. If you have a large collection of photos and videos, your upload might take more time than usual. You can see the status and pause the upload for one day.

• On your iPhone, iPad, or iPod touch, go to Settings > [your name] > iCloud > Photos. In iOS 10.2 or earlier, go to Settings > iCloud > Photos. You can also open the Photos app, go to the Moments view, and scroll to the bottom of your screen.
• On your Mac, open the Photos app. In the menu bar, click Photos > Preferences. Click the iCloud tab.

You don't need to turn off iCloud Photo Library to resume uploading your photos and videos. View the status and pause or resume uploads from the bottom of the Moments tab in Photos or in Settings.
