Why I can’t purchase anything in App .

It said to me that “your purchase could not be complete please contact Apple support” so , I was trying to hard to pay a payment in the application.It seems to be impossible though. 

If you supplied a credit card, check its details. If not or they're correct, click here and ask the iTunes Store staff for assistance.
