Can I safely delete /Users/Shared folder if I am the ONLY user on MAC?

Yes if you are sure you don't need them.

No, it is a protected folder and cannot be deleted. The folder has nothing in it so takes up zero space.

How to Free Up Space on The Hard Drive

You can remove data from your Home folder except for the /Home/Library/ folder.
