iTunes 12.6.3 will not install over 12.7 as it should. I have a PC running 64 bit Windows 10. Will I need to uninstall 12.7 before installing 12.6.3?

Uninstall iTunes first. You don't need to remove any other Apple components, but you do need to do this.
