Error with webcam not syncing up to websites li...

I cannot get my Webcam (a Logitech C930e) to be my default webcam while using sites like Google Hangouts. I haven't had trouble with this in the past, it's worked smoothly. The webcam works with my local video apps and I've also tested another webcam to see if that would help; nothing.
When I go to the little camera on the right hand of the search bar (In google chrome) the options to change my camera are grayed out. I click on "manage media settings" and go in and check that my Logitech is the default listed there, all looks good. Pretty stumped on how to trouble shoot this any further. I've rebooted my computer, deleted and reinstalled chrome, tried an incognito browser, nothing.

 

I'm guessing this is a bug in the system or there's an easier way that the greater part of the internet hasn't figured out yet, any thoughts on this?
